Ofwat has launched the recruitment process for two senior appointments ahead of the upcoming 2024 Price Review (PR24) the regulator is looking for a Principal Wastewater Engineer and a Director of Policy, Outcomes and Environment.

The role of Principal Engineer will sit in Ofwat’s Company Performance and Price Reviews cluster which is responsible with developing the approach for future price reviews including PR24.
Ofwat is seeking a wastewater engineer, scientist or asset manager with experience of working in the water sector – the role will involve applying and using engineering and technical experience and problem solving skills and support several key areas of PR24 cost assessment work including:
- helping to develop Ofwat’s approach to assessing company expenditure plans for the next price review, PR24 e.g. how Ofwat takes into account wider impacts, such as net zero, over the long term, or appropriately consider the whole life costs of investment proposals;
- assessing company business plans to set Ofwat’s view of efficient costs at the next price review for wastewater (treatment and network) expenditure;
- support the approach to Drainage and Wastewater Management Plan (DWMP)engagement and review; and
- assessing water company wastewater capital maintenance programmes, activities and expenditure, operational resilience and asset health.
The Director of Policy, Outcomes and Environment role will lead the Environment work stream in a wide-ranging regulatory policy role in the Policy and Outcomes cluster. The role works with all other relevant parts of Ofwat, and is very closely linked in with the Company Performance and Price Review cluster which includes Ofwat’s work in preparing for the next periodic price review PR24.
Key deliverables include:
- leading the programme of environmental work, alongside other regulators and UK and Welsh Governments;
- strengthening the water sector’s approach to climate change mitigation and adaptation, including designing regulatory policy and approach for industry net zero commitments;
- promoting, facilitating and incentivising partnership working, catchment management and nature-based solutions;
- overseeing Ofwat’s work on targeted areas such as storm overflows and protecting precious habitats such as chalkstreams;
- helping to ensure that the PR24 price review supports the efficient and effective delivery of environmental protection and improvements;
- embedding the concept of public value in line with Ofwat’s recent work in this area.
Closing date for applications for the role of Director is Friday 10th September 2021 and for Principal Engineer is Monday 13th September.
