DESNZ intends to put a Collaborative Agreement in place for the provision of professional services related to Energy & Net Zero to be utilised by the Department.

The Energy and Net Zero Professional Services Framework is split into the following seven (7) Lots:

1- Nuclear

2 - Renewables and Infrastructure

3 - Hydrogen for Heating

4 - Heat Networks

5 - Oil, Gas, and Electricity

6 - Emerging Technologies - including Net Zero Innovation

7 - Industrial Transformation

The Department said it welcomes bids from qualified suppliers with technical expertise in these sectors to provide expert services to DESNZ. Bidders may be awarded to more than one Lot on the framework and bids from a range of organisations are encouraged. A maximum of 4 Lots may be awarded to one tenderer.

Bidders may be asked to provide services within the following service deliverable areas within each Lot - but are not expected to fulfil all service deliverables:

  • Policy and Strategy
  • Change and Transformation
  • Energy Design and Delivery
  • Enterprise and Innovation

Initial framework term is 2 years, with a further option for extension. The maximum value of the framework is put at £500,000,000 in total over the full duration – the Department has no minimum commitment to spend under the Framework.

DESNZ is looking to appoint up 90 participants to the framework agreement
