Southern Water has appointed its capital strategic delivery partners to its multi-billion pound AMP 8 collaborative framework for the delivery of strategic programmes, including strategic planning, outline design, detailed design and build.
Southern Water has appointed its capital strategic delivery partners to its multi-billion pound AMP 8 collaborative framework for the delivery of strategic programmes, including strategic planning, outline design, detailed design and build.

The current frameworks used for engineering, design and construction services have been in place for almost 10 years and expire on 31st March 2025.
Scope of the services to be provided across the whole of the water company’s geographical region under the new framework, which was tendered with an estimated vale of £6,2 billion, include:
- Working as Strategic Delivery Partners across the Asset Lifecycle Process providing strategic planning, design, construction management services and expertise.
- Identify and develop options in accordance with Southern Water’s technical and engineering standards for all aspects of water, wastewater and infrastructure systems.
- Achieve the required asset performance or customer outcomes by identifying low build or no-build solutions,
- Sustainable solutions including low carbon, catchment, and nature-based solutions and lowest Totex or Best Value solutions
The framework was tendered in three separate Lots
- Lot 1 Capital SDP Non-Infrastructure Water
- Lot 2 Capital SDP Non-Infrastructure Wastewater
- Lot 3 Capital SDP Infrastructure Water & Wastewater
Services to be provide under each Lot overs strategic planning, design, construction management services and expertise including:
- Create, manage and optimise its allocated programmes, including developing programme, tranche and project execution plans
- Pre-construction enabling activities.
- Undertaking construction enabling activities (e.g. site surveys, site preparation, streetworks
- management , including communicating with the customer).
- Preparing all aspects of work delivery planning, including identification of the most cost-efficient civils, mechanical and electrical, and environmental construction resource to deliver the works
- Working with Southern Water to regularly optimise the specification and procurement of its Standard Asset List, including use of centralised or buying club solutions.
- Managing and undertaking construction delivery to agreed time, cost, quality and risk parameters agreed
- Managing and undertaking commissioning and handover according to Southern Water’s Engineering Standards.

Lot 1 and 2 SDP Non Infra Water and Wastewater (£1.882 billion)

- MWH Treatment Ltd
- Kier Integrated Services Ltd
Lot 2 SDP Non Infra Wastewater (£907 million)
Galliford Try Construction Ltd
Lot 3 SDP Infra Water & Wastewater (£1.524 billion)
Morrison Water Services Ltd
When the contract was first tendered in May 2023 the overall value of the framework was put at £6.194 bilion comprised of £3. 613 billion for the initial 7 year term and £2.581 billion for the potential extension period.
The new framework arrangements will offer the option of running for AMP9 - the framework has the potential to be extended by a further 5 years (estimated at £516m per year).
Southern Water is anticipating that AMP8 will be the largest investment programme it has ever undertaken, given its plans for the Water Industry National Environment Programme and its Water Resources Management Plan.
